Midland industry is in need of additional sources of reliable, low-cost steam and electricity to sustain ongoing operations and attract new investment. It is essential to locate in close proximity to the existing industry to be able to supply energy.

The infrastructure for the proposed plant is in place
Midland has multiple railroads for fuel supply, a robust high-voltage electric transmission system, ample water supply and available land in close proximity to existing industry.
